Abstract

Purpose

The purpose of this paper is to investigate how the Chinese government generates authority during a crisis through discursive practices expressed in social media.

Design/methodology/approach

Using the theoretical framework of authority and the method of genre analysis, this study examined the top 100 forwarded posts on Weibo about a high-profile murder to determine the mechanisms involved in generating authority.

Findings

This study provides empirical support that building and maintaining authority distinguishes governments from other social actors during crisis communication. The genre analysis demonstrates that the strategic use of genre chain and genre mixing contributes to the construction of governments’ authority during a crisis. Furthermore, this study suggests the performative and social constructionist approach to understand governments’ authority in the digital age on two levels: a situationally-constructed concept that goes beyond the context of fixed institutions and a relationally-constructed concept that is promoted through discursive collaboration among various social actors.

Research limitations/implications

This study does not directly assess the effectiveness of a government’s ability to construct its authority. Nor does it examine the construction of governments’ authority outside the context of an authoritarian regime. These issues should be addressed in future research.

Practical implications

This study offers governmental organizations some practical insights that can be used to infuse a constructive aspect of authority into their crisis communication plans, practices and processes.

Originality/value

Here, authority is seen as a social construction that foregrounds the discursive, performative, constructive and communicative dimensions of crisis communication. Moreover, this study points to the need for a more complex integrated perspective in crisis communication that includes and connects corporate and government crisis communication.

Abstract

Purpose

Listening to and conversing with stakeholders has become a basic requirement for the survival of any organization in a society with insistent demands for transparency and dialogue. The purpose of this paper is to examine how Latin American practitioners are using social media for corporate and networking purposes, and their perceptions about which social media activity is more relevant for organizational stakeholders.

Design/methodology/approach

A population of 803 public relations professionals from 18 Latin American countries working on different hierarchical levels, both in communication departments and agencies across the region, were surveyed as part of a larger online survey. For this research, five questions about social media usage have been included in the first edition of the Latin American Communication Monitor (LCM) project.

Findings

The study shows that despite the massive incorporation of social media into communication strategies of organizations, Latin American professionals report less intensive use of these collaborative channels than do peers in the Asia-Pacific, but they are in line with colleagues from Europe. Practitioners report a cautious optimism on the success achieved in the social media arena, as well as an insignificant use of these tools for professional networking purposes.

Research limitations/implications

This paper touches only four sections of the LCM 2014/2015. Participant fatigue may have negatively impacted the quality of the data. A large sample of professionals was approached, but a much small number initiated and completed the online survey. This resulted in the lack of representation of some countries in the subcontinent. In the future, greater participation is needed to allow for a more comprehensive comparative analysis.

Practical implications

This research provides a more in-depth look at the current state of public relations practice in Latin America and the use of social media channels to communicate with stakeholders. Even if social media continue to create unprecedented opportunities, social media platforms have not been widely adopted by professionals in the region, probably due to the lack of appropriate structures, cultures and strategies for participative modes of social media communication.

Social implications

This dearth of knowledge about how PR professionals use social media affects the engagement process, and as a result, the reputation, legitimization, satisfaction with and trust in organizations. Without listening carefully to stakeholder needs, satisfying these needs and establishing a real conversation, organizations will not be able to attain the sought-after engagement that leads to a stable and lasting relation with the public.

Originality/value

Although numerous articles on the situation of public relations in different Latin American countries have been published, this research is first attempt to investigate the use of social media channels in the subcontinent through opinions of a representative sample of professionals.

We enjoin stakeholder theory, radical-cultural feminist theory, and critical race theory with critical intersectionality to critique findings which suggest that there still are significantly more men than women on nearly every Fortune 500 board of directors, with only six corporations featuring (50-50%) gender equity in 2017. Also, only 4.1% board members are women of color and 9% are men of color. Sixty-five people of color on corporate boards serve on more than one board. This means there are even fewer people of color filling top corporate leadership positions than meets the eye. The proposed alternative course of action is for boards of directors to follow the example of the small handful of peer Fortune 500 corporations that have achieved greater levels of board diversity, equity, and inclusion.

Abstract

Purpose

The aim of the study is to deepen the knowledge about municipalities' risk communication for preparedness. This objective was pursued by analyzing how risk communication functions were organized in municipalities and by scrutinizing tensions in risk communication management.

Design/methodology/approach

The study relies on 19 qualitative, semi-structured interviews with communication practitioners in Swedish municipalities. The sample was purposive and included Swedish municipalities varying in number of inhabitants, geographical location, degree of urbanization, size and risk profile.

Findings

Risk communication is seen as a sub-field of crisis communication in municipalities' communication management. The task of initiating risk communication activities and campaigns is frequently assigned to the municipalities' safety units or emergency coordinators and is normally not part of communication practitioners' duties. Municipal communication practitioners often face challenges in trying to demonstrate the significance of the practitioners' role in risk communication and other risk-related activities within the municipality. The practitioners' work is characterized by four categories of tensions that are identified as follows: constitutional/legal, organizational, cultural and technological.

Practical implications

The identified tensions in risk communication are important for reflexive practitioners to consider, and the paper suggests three steps that municipal communication managers can take to handle them.

Originality/value

The study contributes with novel knowledge about municipal communication management in a context of risk communication. The study challenges the existing and dominant risk communication research and offers a more contextual and reflexive understanding of actual risk communication processes in municipalities.

Abstract

Purpose

Limited research exists on the perceptions of police within specific ethnic minority groups. The primary purpose of this study is to investigate the experiences of Korean and Korean American residents in the Metro Atlanta area regarding their perceptions of cooperation with the police, particularly in relation to hate crimes, along with their perceptions of police legitimacy and other relevant factors. By focusing on this specific population, the study aims to shed light on their unique perspectives and contribute to a deeper understanding of the complex dynamics between ethnic minorities and law enforcement.

Design/methodology/approach

The authors’ sample comprised 128 Korean residents who were asked about their demographics, victimization experiences, self-rated English proficiency and police legitimacy. Multiple linear regression analyses were employed to investigate the impact of police legitimacy, victimization experiences and English-speaking skills on the participants' level of cooperation with the police.

Findings

Police legitimacy and self-rated levels of English proficiency emerged as the most significant factors in predicting the level of cooperation among residents with the police. Furthermore, individuals who have experienced crime victimization in the past were more willing to cooperate with the police compared to those who have not. Additionally, men showed a higher tendency to cooperate with the police compared to women participants.

Originality/value

The findings of this study suggest important implications for the policies and strategies aimed at enhancing the relationship between the Korean American community and the police. These implications include the need for improved language support for non-English speaking community members and the importance of building trust and fostering mutual understanding to cultivate positive police-community relations. By implementing measures based on these findings, it is recommended to promote a more inclusive and effective approach to policing within the Korean American population.

Abstract

Purpose

The purpose of this paper is to explore how the dialogic theory of public relations can help strategic communication practitioners support and enhance the relationship between individuals and organizations.

Design/methodology/approach

This inquiry applied the dialogic theory of public relations by investigating leading media companies’ context-based strategic use of Twitter. Researchers conducted a qualitative content analysis of 1,800 tweets from 18 top-performing media organizations.

Findings

This study identified strategies, rooted in dialogic theoretical principles that media organizations used to engage stakeholders. Media companies employed strategies based on dialogic principles, including promoting organizations as industry and thought leaders, integrating social media, and using an interactive, synergistic organizational voice.

Research limitations/implications

These strategies support the need to expand theoretical conceptualizations and use of dialogic principles to study online communication.

Practical implications

Findings offer practical strategies for practitioners managing organizations’ Twitter communication to foster engagement. In particular, practitioners should consider organizational context and subsequent content advantages.

Originality/value

Findings offer practical and theoretical contributions to the debate of interactivity.

Abstract

Purpose

The aim of this paper is to adopt Avery and Bergsteiner's 23 sustainable leadership practices derived from sustainable organizations as a framework to examine the leadership practices of Thailand's oldest university.

Design/methodology/approach

Avery and Bergsteiner's principles were grouped into six categories for analysis: long‐term perspective, staff development, organizational culture, innovation, social responsibility, and ethical behavior, providing the framework for analysis of the university. Adopting a multi‐data collection approach, research teams supplemented case study data with participant observations, and reference to documentation and information supplied by, or published about the university. Semi‐structured interviews were held with multiple stakeholders.

Findings

Six core sets of practices consistent with 21 sustainable leadership practices are identified: a focus on a long‐term perspective, staff development, a strong organizational culture, innovation, social and environmental responsibility and ethical behavior.

Practical implications

Since sustainable leadership principles link to enhanced brand and reputation, customer and staff satisfaction, and financial performance, the Sustainable Leadership Grid provides educational leaders with a useful checklist for this purpose.

Originality/value

This paper contains the first examination of sustainable leadership in the higher education sector. It shows that even a public service organization can adopt the long‐term, socially responsible principles of sustainable leadership.

Abstract

Purpose

Avery and Bergsteiner's updated set of 23 sustainable leadership practices derived from sustainable enterprises and five performance outcomes provides a framework to examine the business practices of Thailand's largest conglomerate, Siam Cement Group (SCG). The aim of this paper is to build on and expand Kantabutra and Avery's study based on Avery.

Design/methodology/approach

The analysis was conducted by grouping Avery and Bergsteiner's principles into six categories, namely taking a long‐term perspective, investing in people, adapting the organizational culture, being innovative, exhibiting social and environmental responsibility, and behaving ethically. Adopting a multi‐data collection approach, research teams supplemented case study data with non‐participant observations from visits to the conglomerate and its training sessions. Multiple stakeholders were interviewed in semi‐structured interviews. Documentation and information supplied by, or published about, the conglomerate was consulted.

Findings

All six sets of practices, which sharply contrast with the prevailing business model of short‐term maximization of profitability but are consistent with the 23 sustainable leadership practices, were found to apply in varying degrees to SCG. A total of 19 applied strongly, with three others moderately strong.

Practical implications

Given that sustainable leadership principles are associated with enhanced brand and reputation, customer and staff satisfaction, and financial performance, the new Sustainable Leadership Grid provides corporate leaders with a useful checklist for this purpose.

Originality/value

This paper reports on the first examination of Avery and Bergsteiner's 23 sustainable leadership elements in a developing economy. It shows that even a publicly‐listed company can resist pressures to conform to business‐as‐usual practices and adopt the long‐term, socially responsible principles of “honeybee” sustainable leadership.
